Al Hallonquist, President

A 26 year veteran of the criminal justice system, Mr. Hallonquist began his career with the Ft. Pierce (Florida) Police Department in 1974.  It is there he gained an interest in teaching and became adjunct faculty with the Indian River Community College in 1976.  He went on to be a Detective with the St. Lucie County Sheriff’s Office in Ft. Pierce, and was one of their homicide detectives.  He also had a brief term as an investigator for the 19th Judicial Circuit’s Public Defender’s Office, and spent 2 years as the Chief Investigator and Chief of Operations for the District 19 Medical Examiner’s Office.  Moving to the Palm Beach Gardens Police Department in 1985, he served as a patrolman, field training officer and detective.  During his time in the Detective Bureau he created and implemented a Crime Scene Unit for the department, and trained personnel to assist and do minor crime scene investigations in the patrol division.  Promoted to Sergeant, he continued to oversee the crime scene unit, and was also instrumental in forming the Hostage Negotiations Team.  Since 2004 he has been serving the State of Florida as a Medical Investigator with the Florida Emergency Mortuary Operations Response System.

Mr. Hallonquist is currently employed with the State of Florida's Department of Agriculture and Consumer Services, in the Division of Licensing's Bureau of Regulation and Enforcement as an Investigator.  In this role, he is responsible for regulating the Security, Private Investigative and Repossession Industry.


Paul R. Laska, Vice President

Mr. Laska, a 1973 graduate of Florida State University with a BS in Criminal Justice began his career with the Belle Glade (Florida) Police in 1974 as an Identification Officer.  He joined the Martin County (Florida) Sheriff’s Office in 1977 as a crime scene investigator.  He added to his resume in 1979 certification as a bomb technician after attending the Hazardous Devices course at the Redstone Arsenal in Huntsville, Alabama.  This same year he was tasked with establishing fingerprint files for the Martin County Sheriff’s Office.  From 1988 through 1995 he supervised the Forensic Science and Records Division of the Martin County Sheriff’s Office, as well as serving on the bomb disposal unit.  In 1995 he became the environmental investigator working closely with the Florida Department of Environmental Protection and federal agencies, while supervising the bomb disposal team.  From 1978 until his retirement he was a Certified Latent Print Examiner and Certified Senior Crime Scene Analyst through the International Association for Identification. He also served as a member of the Local Emergency Planning Committee for Hazardous Materials Region X.  Mr. Laska has been qualified as an expert in fingerprint identification, bomb and explosives technology, firearms operation and photography before state courts in Martin and Palm Beach Counties, federal courts in all 3 Districts of Florida and the Northern District of Indiana.  He also completed an internship in the field of Forensic Firearms Identification at the Regional Crime Laboratory at the Indian River Community College, Ft. Pierce, Florida and is a qualified Drugfire and NIBIN Technician.  He is currently a member of the Florida Emergency Mortuary Operations Response System as a Fingerprint Specialist. 


Dale E. Long, Secretary / Consultations

Mr. Long began his career in 1968 with the Federal Bureau of Investigation in Washington DC as a fingerprint identification technician, and served in that capacity until 1969.  He left the FBI for a tour of duty with the US Army as a Military Policeman from 1970 until 1971.  In 1978, he joined the Riviera Beach (Florida) Police Department as a patrolman and quickly began working in the crime scene unit.  During his career he worked as a Detective, and rose to the rank of Sergeant and Lieutenant and retired in 1998.  He assisted other agencies with homicides and crime scenes, and was a member of the Sheriff’s Office Violent Crimes Unit on an exchange program basis.  He was also utilized for in service training and assisted with training other agencies.  He is currently employed with the Palm Beach County School Board as a school police officer.  Mr. Long has an extensive background in crime scene investigation and reconstruction, and has attended numerous courses in crime scene, blood spatter and related areas.  He is certified as an expert witness in several States in fingerprint identification.


Joseph Callea, Treasurer / Investigator

Mr. Callea handles most of the investigations for our company, with an extensive background in this area.  He began his career in 1976 with the Palm Beach Gardens (Florida) Police Department, and rose to the rank of Sergeant.  He left for a short while in 1984 and returned in 1989.  Upon his return he immediately went into the Detective Bureau, handling all types of cases from simple burglaries, to homicides until his retirement in 2002.  Mr. Callea is a charter member of the Florida Property Recovery Unit and many other related organizations. 


Frederick P. Hobin, MD

Dr, Hobin, a graduate of the University of Vermont College of Medicine, is the former Medical Examiner for District 19, Florida for Martin, St. Lucie, Indian River and Okeechobee Counties, serving in that position from 1987 until 2000.  Prior to accepting this appointment, he was an Associate Medical Examiner for District 15, Florida in Palm Beach County from 1979 until his appointment as Chief Medical Examiner for District 19.  Dr. Hobin is a board certified Forensic Pathologist and still continues to serve his communities offering stand in coverage as an Associate Medical Examiner for the Chief Medical Examiner’s of Florida District’s 23 (Flagler, Putnam & St. John’s Counties), 7, (Volusia County) & 24 (Seminole County),  and District 1 (Escambia, Santa Rosa, Okaloosa & Walton Counties).  He served in the US Army Medical Corps from 1964 until 1967, as the Chief Pathologist at the 85th Evacuation Hospital in the Republic of Viet Nam from 1966 until 1967.  He is also the author of many articles and publications.    


John Williams, DDS

Dr. Williams received his undergraduate degree, and DDS from the University of Buffalo in 1960.  He then entered the USAF and rose to the rank of Captain and later settled in Stuart, Florida where he began a practice in General Dentistry.  In addition he served as an Associate Medical Examiner-Forensic Odontologist for the District 19 Medical Examiner, starting in 1983.  His interest in Forensic Odotology began with the completion of training at the Armed Forces Institute of Pathology in Washington, DC in 1978.  He later attended a course in Forensic Investigation for Identification in Pensacola, Florida, through the University of Alabama.  During this time, in addition to being a member of several general Dentistry organizations, Dr. Williams was also a member of the American Academy of Forensic Science (since 1979), and the American Society of Forensic Odontology.   Dr. Williams also now serves as a member of the Florida Emergency Mortuary Operations Response System (FEMORS) as a Forensic Odontologist, and with the federal agency Disaster Mortuary Operational Response Team (DMORT).


Heather Walsh-Haney, PhD

Dr. Walsh-Haney, a forensic anthropologist, received her PhD from the University of Florida where she studied under the Dean of Forensic Anthropologists, Dr. William Maples.  She is currently a visiting Professor in the Division of Criminal Justice Studies at the Florida Gulf Coast University located in Ft. Myers, Florida.  Dr. Walsh-Haney has aided in the identification of victims from the ValuJet air tragedy, the 2001 WTC attacks and consults with Florida's 24 Medical Examiner Districts. She has conducted Osteological analyses of trauma and identity on historic mummies from Egypt, a Bronze Age warrior from Alloa and the deceased from the Old West which included a victim from the Oregon Trail.  She is currently building a Forensic Anthropology Facility similar to the facility made famous in the Patricia Cornwell book “Body Farm” at the University of Tennessee.  This will allow her to continue to do research in a more specific locale; such as Florida’s unique terrain as opposed to the eastern Tennessee area.  She serves as a member of the Florida Emergency Mortuary Operations Response System (FEMORS) and as a member of Federal Disaster Mortuary Operational Response Team (DMORT).   


Bill Wright, Consultant / Accident Reconstructionist

Mr. Wright retired in 2006 from the Palm Beach County Sheriff’s Office, West Palm Beach, Florida, after a career spanning 30 years.  He entered law enforcement in 1976 with the Decatur, Alabama Police Department where he served until he relocated to Florida in 1981.  During his time with the Decatur Police Department, he spent 3 years as an accident investigator.  Joining the Martin County Sheriff’s Office in Stuart, Florida in 1981, he was assigned to the Traffic Division primarily as an accident investigator.  Wanting to enhance his education at Florida Atlantic University, he transferred to the Palm Beach County Sheriff’s Office in 1990, where he served until his retirement as a traffic homicide investigator, DUI accident investigator and participated in DUI enforcement. 

Mr. Wright has been adjunct faculty at the Indian River Community College and Palm Beach Community Colleges Police Academy’s since 1988 and is also adjunct faculty and curriculum consultant for the Institute of Police Technology and Management (IPTM) at the University of North Florida in Jacksonville, Florida.  He has authored many papers in accident related fields, and holds affiliations with: the Accreditation Committee for Traffic Accident Reconstruction (ACTAR reg. number 1154); Society of Automotive Engineers (SAE); Tau Beta Pi (National Engineering Honor Society) and the Professional Society of Forensic Mapping.  He holds a BS in Mechanical Engineering from the Florida Atlantic University. 


David Rander,of Precision Mapping & Research, Inc.
(Forensic Documentation Services)

Mr. Rander has joined with us to offer a fairly new service, Forensic Mapping.  He can document any scene, be it a crime scene, accident scene, or anything you need using modern techniques including total station mapping technology and Vetronix crash data retrieval. Mr. Rander brings 26 years of experience in law enforcement as a traffic homicide investigator and traffic accident reconstructionist serving with the Palm Beach County Sheriff's Office and Southbury, Connecticut Police Department.


Larry & Kathy Robinson, Bird's Eye View Aerial Photography  

The Robinsons of Birds Eye View Aerial Photography offer a fleet of 3 aircraft and various film formats and types.  Based out of Palm Beach County they offer aerial mapping and photography, and can assist Mr. Rander with his forensic mapping. When you get aerial photos & mapping of your scene, you do not get it with the accuracy, precision and scale Bird's Eye View offers.  Working in conjunction with Precision Mapping & Research they offer much more than any other similar service.      


Michael Wallace

Mr. Wallace entered into his law enforcement career in January 1984 as a patrolman for the New York City Police Department, and served in this position until 1987.  He then moved to Florida and joined the Juno Beach (Florida) Police Department in 1989 as a patrolman there.  In 1990 he joined the Palm Beach County Sheriff’s Office as a patrol deputy until he was transferred to the Organized Crime Narcotics Unit.  In 1995 he became a member of the Organized Crime Major Case Unit until his return to patrol duties as a Field Training Officer in 1996.  In 1999 he was promoted to Sergeant in the Patrol Division.  In 2001 he became a Squad Leader/Sergeant on the Emergency Response Team (SWAT) until his promotion to Lieutenant in 2002 where he remained as the Commander of the SWAT/ERT.  In October 2005 he was transferred to the Violent Crimes Division as the Commander, overseeing the Auto Theft, Gang, and Robbery Units and the Palm Beach County Violent Crimes Task Force.  Mr. Wallace has a BS from Barry University and has attended the Command Officers Development Course at the Southern Police Institute in Louisville, Kentucky.  He is also the co chair of the Regional Domestic Security Task Force Region 7 Law Enforcement Response Committee, having served on the task force since 2003.
